Is there away to not allow members to turn off PM's?

Pretty much self explanatory, is there away to make it so members cannot turn off there PM's?

Or maybe is there away for members to have to go through a mod to have them turned off? Like how you approve a thread or post, with pm's, member clicks to have PM's turned off and a message comes up "waiting on moderation" or something like that?
