Is there any tutorials out there to convert a psd to vbulletin theme? I have a few nice themes in psd format, and would like to release them for free. Any help is appreciated.

You create image from a PSD with your image software, and then use the finished images on your forums. There is nothign special about vBulletin with regards to PSD's.
