Any way of having an announcement that only appears above the forum list ?

Not as such. But you could do what I did and make an Announcements forum with posting permissions for the Admin only.

aye, i saw that on a few of the other members forums

ill probably just hand code it in tbh, as thats gonna be the easiest way
