Drop down menu for "Search" and "Quick Links" not showing in IE

I have a custom designed theme and for some reason the drop down menus for "Search" and "Quick Links" are not showing in IE
Could someone please take a look at this, I'm having a hard time figuring it out and the designer of the theme will want me to pay because it's been months since he worked on it
