Forum link at bottom of page.....

Im wondering what is the code that places the forum link at the top of the page. My members what it at the bottom too as demonstrated by this post. The arrow is pointing to the item I want to put at the bottom of the page. What template is it in and what code is it so I can copy it and put it in the footer. I have told them there is a back to top button at the bottom but they still want this. Another forum has it and they want it too since most of them come from there
