I am having this problem where a normal user does not have an option to add an avatar but an admin does. I have enabled for users to have avatars in the admincp vbulletin option but still no luck? Can anyone figure out what is wrong? I am using a template that is for 3.7.x on my 3.8.3 (That should be irrelevant because admin has the option to have an avatar)

Check your usergroup settings (several in there). Also, try this:
Create a new style with no parent:

Thank you Lynne. For some odd reason, it was set on disable avatar under usergroup settings.
