Recommendation for basic banner ads system please.

I am new to vBulletin and have recently converted my forum from phpBB to vB 3.8.2.

I have spent a massive amount of time searching for and even trying out a couple of the banner ad hacks.

The one that has been the closest is vB Ad management and Forum Ad Management, both by RedTyger, however, I am having some problems with them and the author has not been online in some time.

Here's what I am looking for:

Rotating banner on main page (forum display) or any other page/forum that is not sponsored by an individual vendor.

The ability to place a static banner of my choice in a particular forum (at the top).

For example, if Vendor A is sponsoring the forum, "Wheels and Tires", I need to display ONLY his banner in that forum.

I would appreciate some direction from those of you who are experienced with vBulletin.
