Download attachment Limit.. Am i going mad?

I want to be able to set a limit to each usergroup as to how many attachments they can download.
ie. group A can download 10.. Group B can download 20 etc etc

I could have sworn this was part of the vb package but can i heck find where to change it. Im almost certain i had this feature on my previous boards and i cant recall having to install a mod for it.

Can you shed some light on this?
