1. How do I change the box size to the "About me" area, where people write about them?

2. How can I make a profile field optional to be private or not to be private?

1 - Most likely you would edit the profile field and increase the length of the input field.

2 - You would add the field to a Category that allows you to set the privacy on the category and then the user can choose to have that Category private or not.

the "About me" field is not listed in the profile field area in ACP

There is an About Me tab with several fields there, and if you want to change the size of the text area for one of those fields, you would do so by editing the specific profile field. There is no About Me field in default vbulletin - just an About Me tab with several fields in it.
