I want a certain usergroup to be able to moderate a certain forum or forums. How would I do this?

I have not seen any modification the allows this - as you are probably aware, default vBulletin functionality only allows individual users.

It'd be difficult without a lot knowledge of vBulletin's inner workings - the moderators system is intertwined a lot into a lot of things, and you have to make it all compatible.
