I am having invasion of fake accounts that are spamming my site I have banned over 200 members some how they manage to activate their accounts even tho I am sure my permission are correct I dont know anything about the vBull ...

There are many, many modification to help you deal with spammers. And, there are many, many threads about this issue also. Do a search.
