Simple question on linking restrictions

Where do I set it in the CP to restrict new users from posting links in there posts/threads in there signs before posts before posting or creating at least three times?

My goal it to make it that new users have to post 3 times before being able to post links in the threads or signs.

Does anyone have any input on this question?

Isn't there a setting for that in the CP some place?
