It's not a vbulletin file. If it's there, it's cuz either you put it there, a mod asked you to put it there, or your host put it there.

If you are wondering what it is, google it. As for what yours does, we don't know since we can't see the contents. It can do many things (as you'll see when you google it).

Because you do not have an index file...either create a home page or create a simple php redirect file to your forum for now and call it index.php

That means you don't have index file. (index.php or index.html)
Create a simple index.html and in that make it re-direct to your forum folder.
