Is it maybe possible, would be nice if there is a Hack or mod out there already, that could allow for an Admin to make a thread for a specific usergroup only, even if the permissions of that forum would mean that anyone could read in it, but that a certain thread in there would be lets say only for Moderators or Registered users visible ?

Well, nearly everything is possible.

I have not seen a readily available modification for it though.
