Is using if conditions to hide links or some content from visitors
or showing content to visitors and not showing to users
is considered cloaking
which decrease PR and SERPs

no - if google sees the same as guests then it's not cloaking. If you detect googlebot and redirect to a keyword heavy page specially made for google then that is cloaking.
