Cron Job control forum?

Is it possible to create a CRON to control an section of the forum or a plugins active status based on time?

I was just daydreaming as I watched the refresh rate of a shoutbox and thought ...
wouldnt it be neat to increase the refresh rate for high traffic times, then decrease its setting
during low traffic time?
Is this possible?
To have a CRON change a specific forum setting or permission?
It could even go further into permissions with time based access, etc.
