Application plugin?

I'm looking for a plugin that allows you to apply to join a forum.

I've found a plugin that allows you to invite people but I haven't found one that can help get other people to apply to join the forum.

I basically want to prevent bad members from even coming to my forum in the first place.

So if you have any ideas or know of a plugin let me know.
