also about 3.7 is their any way to migrate the exisiting data from the current version without having to reinstall everything plus the skin?

You can put them into their own usergroup and set the permissions on that usergroup to not be allowed to make any threads.

All standard/default vBulletin will remain intact, things like Custom Skins & Modifications should remain, however there is a small chance some may no longer function as desired.
