Two requests from a new member

Hi people, I am new here and having a few issues which should be a easy fix, lol.
1. Where do I open the option for member to email each other? This is the message I get when I try to email a message to a user I created (w/o admin rights) to do tesing.

Sorry! That user has specified that they do not wish to receive emails. If you still wish to send an email to this user, please contact the administrator and they may be able to help.

2. Where would I set up ALL visiters to register first, before being able to view my forum? Where they would get the following message.
