can moderator ban another moderator or admin?

I only want to allow the moderator to ban a regular user, I don't want the moderator
to ban another moderator or to ban another admin. How can I do that?
Is there any hierachy that a user with higher permission can ban lower permission user?

The moderator at my forum can ban an admin, this does not sound right.

There is such a hack. Maybe search for hierarchy.

And this means you have given your mod group permisions to ban, so yes it is right.

I have searched, there is one, but does not work on 3.6.4. Still I don't think it is right
a mod can ban an admin.

Super Admins can not be banned. As long as their user ID is in the config file.

Download your config.php file. It can be found in the /includes/ directory. In it, find this line

After the = sign and between the single quotes put the user id of the admin that you don't want to be able to delete or alter. If you have more than one, seperate them with a comma.

user id added in the config file can still be banned. (can not delete does not mean can not be banned right?)

So the config solution does not work.
