Reputation not counting, but shows up in usercp

Im testing out the reputation system on my forum, as an admin im able to add rep with no problems. However as a registered user, im still able to add rep, but it doesnt change the repuation number in the postbit, for example if his rep is on 1 and i add positive rep it says on 1.

I looked in the usercp of the user and the reputation does show up, however it has this image next to it , which leads me to believe that even though i gave positive rep it doesnt contribute to the reputation level, possibly because of permissions.

Is anyone able to help me out with this, its really annoying

It's because the rep power is 0 on the user you tried giving from

If you go to vBulletin Options --> User Reputation Options

Then you can configure when a new user is able to give rep
