vb 3.5.4

We are running an external feed used by a couple of our site sponsors and have discovered that these do not seem to be updating. I've put it on a test page and it won't update unless I amend and resubmit the HTML code in which case it pull,s a new data set that then stays static regardless of how much browser cache clearing, page reloading or anything else is done.

The feed and test page are styled but the code to retrieve the feed is as follows:

In 3.5.4 Admin CP there is no setting to control the cache time as there is with later versions so I am wondering if it is co0ntrolled via external.php or something else?

Any ideas welcomed.
