Usergroup by Timezone choice?

Can anyone give me a quick 'how to' on putting a user in a specific usergroup based on their timezone choice? This is for vb3.5 and doesn't need to be anything fancy. I am thinking it should just be a if statement, but I don't know where it goes exactly.
