Scroll Bar Color

I have changed the color of my scroll bar, and works fine in most places within Vbulletin, but i notice that like in the jump menus, as well as drop down menus, and some other places it's the default blue color. Im wondering where would I change the scroll bar colors in all the various areas to match what im using in the working scroll bar areas?

Also I dont know if this make a difference or not but I am using the following code placed in the "additional css area". Is it possible that I am doing this all wrong and thats the reason for what im experiencing?

Another thing I notice is that if i browse my board with Fire Fox none of this code works and all the scroll bars are default blue.

Can anyone help me with this or shed some light on this for me?
