How do I add an announcement box on the top of a certain forum page?

For example, on forumdisplay for forum #2 I want a box below the header to give the user instructions on how to use that topic. I think I can do it with

<if condition="$forum[forumid] == 2">code here</if>

but is there a plug in that ould make this cleaner?

And I'm not sure....does == mean equal?
