What's Going in box on other sections than only on forum home?

How to show "What's Going on" box or FAQ on the following i.e just before the footer?

- Forum leaders
- Member List
- FAQ
- Error & redirection pages

I tried copying and pasting the what's going on block from forum home template but it doesn't work. What I am doing here may not make sense but it is to extend the footer. I tried but finally gave up on forcing the footer to the bottom as it looks horrible in higher screen resolutions and just cant seem to get it to work.

So my next option is to place some content to put some space so as footer ends perfectly. Thus I decided upon the content and thats "what's going on box".

Feel free to suggest a footer solution if possible.
