Seperating (or duplicating) BAN options from Admin Control

Hi!

I would really like to have an option to seperate (or duplicate) the user banning options as they are presented in the ACP control area.

I want to do this because I want to give the Super-moderators of my forum the ability to IP-ban a user, but I don't want to have them walking around in all my forum settings.
