There are a few modifications which do this, so without any further details detailing the exact setup it's not going to be the easiest question to answer.

You will need to give more details as to the exact setup you are using.

Is it a PHP or HTML page?
Is it inside or outside the forums directory?

There are so many variables that without any information to go off then it is impossible to help.
