Forum permissions...problem with registered users

i must create a new forum on my board, for a contest :

in this forum all users ( also guest-users not registered) must can read titles of 3ds of forum, but they can't open the threads and read them.

However, the users that create a new thread in this forum can read and edit their thread and, like other users can't read the content of other thread if those are not their.

so all works now, but there is a little problem, registered users can see the titles threads but can't open a own thread and we don't understand why !

so i have two parameters :

Can View Thread Content and Can View Others' Threads

if i set Can View Others' Threads on YES and
Can View Thread Content on NO > all works but users can't open new thread ! why?!

i need that user registerd can create own thread, but with this options is impossible ! is a bug? there is some workaround? thanks again

ps. there is a code modification to realize that? thanks
