Mail is not going out ....after migration

Hey everyone I was hoping someone maybe able to point me in the right direction.

My site was just migrated to a new infrastructure. Everything is working perfectly, to my surprise even my hacks are OK. Of all things though, the email isn't functional.

I'm not getting any email from the forum itself and when I try to send out mail from the diagnostic pages I receive.....

"Warning: fsockopen() [function.fsockopen]: unable to connect to tls://smtp.gmail.com:465 (Permission denied) in /includes/class_mail.php on line 536"

It's strange because I double and triple checked my SMTP account settings and they're all the same as before. Another thing that's interesting is I when the database goes down I am still receiving those "warning database is down" emails. Just none from the forum when it's up.
