After my bringing up my site (After it got hacked) there is an issue with who's online, I get the following error:

And to make thing's more odd it work's sometime's and doesnt work at other time's.

The problem is clearly with the wt_include.php file. This is not a standard vBulletin file.

If it is a file that you installed yourself, then check if it is still there and permisions on the file are correct.

If you don't know this file, then it is maybe something left by the hacker to be included in a plugin.

What vB version are you running?
