I think it is a bug with the WYSIWYG interface. I know 1-2 members on my site that if they edit a thread and they are using it, and it has the " (quote) tags, it changes the " to "

so, if I made the editor just the bacis one, do i think it would help ? or at least keep it from happening

I'm unsure - I haven't had the problem on the standard editor myself, but the problem exists for users using the full editor from what I have seen, of course, that was with the quote tag. You may have to compare to see what they are using. I've not checked to see if this is a documented bug or not, or if it has to do with an installed hack or not. Could be one or the other - or both. Good luck. If you do find out, let me know as I've not researched it fully myself and your condition may differ than mine.
