An error with the uploaded files

Dear collages

I have a serious problem indeed with the files the members want to upload...coz sometimes this error appears



and sometimes it shows this error

My problem is that some of them can upload any file ordinary and the others don't ... how can it be divided into two groups one working and the other not

and I can't say the moderators can while the members can't
coz half of the moderators can't also


If you gotta any solution please help me as soon as you can
