I really need attachment help

This has happened since upgrading from 3.5.x to 3.6.1.

I've got users who are unable to post attachments. They get a 'you cannot access this page' error. I have the per-user attachment limit at zero (no limit). Doesn't work.

One user in particular handles our news page and attaches an image to each post. He has 127.7 MB of total attachments. There shouldn't be a limit at all. I noticed, when doing an upload test through the vB diagnostics, that the upload_max_filesize is 128.0. That's oddly close to this user, but isn't that the max size for a single attachment, not for all combined? I'm thinking that's just coincidence.

I've quadruple checked that the usergroup has permission to post attachments. There is no max limit set in the CP for a user's max attachments allowed.

What else can I possibly be missing? I, by the way, can attach fine, and I created a regular user account and am able to attach from there. This isn't happening with everyone, which just serves to confuse me further.

Anyone?
