Default Can vBulliten be used for this?

Hello,
I am trying to find a way to do the following and am wondering whether vBulletin could be used.
The site that this would go on is built on Joomla..for what that is worth.

Here is an example of what I am trying to do.
--Unfortunately there is not a direct link, so please bear with me.

Here is how you get to the example.

Than click on any of the "Current Visitation" people from the list on the left side. OR click on Visitations on the top menubar and select a person.
Once onto that person's page, you will see that you can:
- Sign Guestbook
- View Guestbook
- Print Guestbook

___I need each of those features listed above__

What I am thinking is that vBulliten would be used as a "Guestbook". Forum topics would be a person that has been added to the list "Current Visitation Names". Add a new person...make a new forum.

There could be 1-5 per week.

At no time would the entire forum with all the people and thier spaces be seen. Again like the example above. You would just see a person's "Guestbook" by going to that person's page...just like the example.

Functions to note-
Each person has there own "Guestbook" ...for obvious reasons I am sure that families of the deceased would not like getting messages to other people.

It would be necessary to keep each person's guestbook from getting spammed and/or some disrespectful person putting comments on people's guest books.
Such as having any entry sent to an admin for approval, or something to keep out spamers at least.

And, one of my issues is that once I set it all up a "non-web" person will be responsible for adding people and their associated "guestbook".
For example if there were a button as part of the tinyMCE WISYWIG editor that a person clicked to add an associated "guestbook" in Joomla. Or if there is a way to easily create a new guestbook/forum that has an associated tag/url/whatever that this person could just copy and paste into the newly created person's page.
