Is there a way to import a settinggroup into options without a product install or being in debug mode? Such as with an xml file placed in the includes/xml directory like is done with navgroups?

You can't with out debug mode.
EDIT: but there is a hack that allows you to have debug mode in just admincp |

After further study it looks like you can with a direct link admincp/options.php?do=files . Debug mode is not needed to run it, just to see the link to it in options.
