How do I make something stay at the top of the page, or the bottom?

Okay I want to have my small header to be stuck on the top of the page and my small foot the same on the bottom, I want the stuff in between to be able to scroll. I know you can do this. The roblem is I don't know what it is called to look it to to figure it out. Anyone know what it is called, or where I can find out to do it.
