Hi, I have many hacks installed on my forums and I was wondering if I could get a new skin without having to reinstall all the hacks?

if that hack require template modification(s), you will have to edit the template again no matter what.

Some hacks also work by looking for specific text in templates, which may be missing from custom skins - so again, and edit would be needed.

You would be best to inventory the hacks / mods you have made, review the installation procedure for those installed and determine exactly how many required a template edit. That will give you an idea of how many modifications as mentioned above you will have to make in the templates of your new skin.
