Permission error message when posting

I am running Vbulletin using a single database and two app servers that are load balanced. I get an error message when I try to post to a forum:

userX you do not have permission to access this page. This could be due to one of several reasons:

Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

On hitting refresh a few times (on IE), I eventually succeed in posting a reply or a new thread. We are having a difficult time trying to figure this out. Any info on this matter is greatly appreciated. Thanks.
