Mods and SMods cannot Physically remove a post or thread

Hey all... I would like a hack that makes it so that Mods and SMods cannot physically remove a post or thread and must provide a reason. This'll be useful for me to see if a thread that a mod removes is a right thing to do or a bad, and if it was bad, I could restore it without any problems.
