Confirm new Topic before opening

I have seen the hack over at digitalpoint where a user is asked to verify that the new topic is indeed intended for that specific category. The user then needs to confirm by clicking a checkbox before they can actually write the topic.

I search here, but did not seem to find this hack. Anyone knows if that is a hack available for the public at all?
