Please Help me!! Flood Control.

I want it that discussion leaders have no flood control, but normal members have a flood control of 69 sec ( ) Well it flood controls everyone. It seems almost random for the Discussion leaders.... most of the time it controls them at the 69 sec. Dunno what I doing wrong.

Group 11 is my discusion leaders.
