Widget help

I have been trying to add a new widget to the CMS of my vbulletin, its been highly unsuccessful, iv been given this code:

HTML Code:

But when I create a static HTML widget, it doesn't show. or if I just copy and paste it to where I want it, it still doesn't work.

Can someone help me with this?
