Subscribe to a User Profile?

I'd like to give members the ability to subscribe to a another member's profile, so that if someone changes or updates their profile fields, or fills in a profile field that was not filled in before, a notification will be sent out to all those who are subscribed. It would almost be like "following" a user. Wondering how difficult that would be.
