As far as I know you can't.

They are ordered by the same order you do the forum. If the forum is ordered by Last Post Time, then so are stickies.

that's what i want to change, i want to change the order of the sticky threads (by time), i have mod to change the time of the threads(i need to edit each thread) but i want more quick way

There is no quick way to do it.

I seem to recall that there was a thread posted a couple of years ago where someone outlined how to add an option to order the stickies. You can try a search for it, but it was for vB3 and I have no idea if it would work for vB4. (And they were just written out instructions, it wasn't in the modification forums.)
