Add Breaks/Frames where desired

Some of the things on my page look very clustered and I was wondering what code I would have to look in to edit this. The first picture, of the "New Thread/New Post" section is on the main page.

The other thing is, how can i add another frame to something. The frame would be like an off white so you can read whatever is there better, heres a pic. This is on the settings page.

Finally the third picture is another example of the frames I need. You can barely see the text. this is on the "Post a Thread" page.
