Forum-Manager within own Forum-Area

I am looking for a way to allow a partner in my forum to make his own area with limited admin rights. Well I will create a category and give him Forum-MAnagement-Right within this area.
I'd like the opportunity to select a user or group for a sub-branch of my forum (and only then recursively) to grant the following rights (Priority descending):

* +++create/delete/modify passwords, possibly with limited number
* ++ setting access rights for Forum
* + Selecting moderators for subforums
* + Thread Prefixes create (and edit only their categories)

So, in principle, limited administrative rights on his part of the board. At times there was an phpBB mod that was named youthAdmin or so I think.
I want to be able to grant the rights just as a Moderator can be able to set the Forum-PAssword.
But The Person should not be able to manage whole Forum.
Best would be a Moderator-Plugin/Addon I think.

Is there anything out there?
