So I called my hosting provider and they told me one of the ways to speed the site up is to do this http://help.godaddy.com/article/4485?

But I don't know what page or where doctype is at.

I think this is already built in to vBulletin. If you look at vBulletin Options -> Cookies and HTTP Header Options in the ACP, there is an option for turning on gzip compression of pages.
