How Do I create a private "contact admin" forum

I've seen this on other forums and would like to do something similar.

Basically it's a forum within vbulletin where members can create a thread that is private and only the admin can see it. It's meant to act as a "Contact the admin section" or "help section", but other members on the board can not view it.

How do I set this up?
