I need to put a small notice thing at the top of the forum, underneath the navbar, when a post is made in the Infractions forum and/or the Reports forum.

What is the HTML Conditional to do that?

You will have to write a plugin to see if there are new posts in either of those forums (that would be in php) and then you will do something in the template (the html part). I'm not sure what that exact query is though - look in forumid x and y for any posts newer than dateline yyyyyyy.
